Are you getting any error?
when you directly shutdown your pc or laptop its take a while in next boot.

My advice is restart your Pc and wait,it will surely start if not then you can post error message here. i will definitely help you.

I assume you are using Windows OS.

The only way to recover from this issue is to install windows OS again . During boot , you can find a option for startup repair tool. Run it.

In case if you lost all data in hardrive ,you can easily recover using 7datarecovery software

(This is my personal experience with this issue. It would be good if you consult your system admin before doing this)
